The North Houston Association (NHA) is a regional business association that supports initiatives that make the north Houston region a vibrant place for businesses and communities to thrive. As such, flooding, mobility and development matters are at the top of our list. We support effective environmental regulations as well as a range of mobility solutions that allow our area to experience quality growth and development.

NHA’s board of directors supports the renewal of the memorandum of understanding (MOU) 

between the Federal Highway Administration (FHWA) and the Texas Department of Transportation (TxDOT) allowing for and outlining how TxDOT will implement NEPA.

NHA was the first organization to support and advocate for the North Houston Highway Improvement Project (NHHIP), due to its importance to our service area. We have within our membership technical experts in flooding, environmental and mobility matters. These subject matter leaders have closely followed project details and have been satisfied that this key project incorporates flooding and congestion relief, safety improvements and alternate modes of transportation into its design. This is just one example of a project that would not have been possible (specifically cost and timeline) without the NEPA Assignment.

The NEPA Assignment MOU has been in place since December 2014 and has been very successful in streamlining numerous projects while being in compliance with NEPA and other federal, state and local regulations/requirements. In the Houston region alone, major projects like the Grand Parkway, SH 249, SH 288, SH 105 and many others have benefitted from TxDOT’s NEPA Assignment. TxDOT also has a stellar track record, passing all of its FHWA audits to date.

NHA supports all efforts that take a common-sense approach to creating a balance between necessary requirements and timely solutions, and as such, we support the renewal of the MOU between TxDOT and FHWA.
